Snow in Kyoto is rare. If we're lucky, we have three or four days a year with snow in the city; if not, there might not even be a single one. More so than cherry blossoms thus snow symolizes transcience to me. Those are the days to get up early and enjoy the beauty of a landscape transformed into white.
